clogging sink then coming in when tenant runs out for draino to see if there is scum backed up in the sink to report as "filth"
planting a knife in apartment after telling tenant not to contact you about stalkers then reporting slashed tires

for example claiming tenant uses too much water because other tenants like to run their water at the same time as the tenant takes her bath to make sure she has low water pressure, cant control the temperature of the water and fills her tub with red rusty water. Doesnt mention other tenants involvement in report
or for example the cat smell and the odor from Min, though tenant explicity complained about the odor and sought solutions repeatedly until she moved to a new apartment over the odor, the odor was attributed to the tenant and not to the person who was obviously and overtly creating it.

Using large tenant base to follow tenant around shopping and doing general business around town. Spying to descover where tenant intends to move, then intercepting to insure that prospective new landlord has been imunized against the tenant's "lies" such as "I payed my rent" .(see acounting for rent below)
