Horse trainers know that the horse's body is always stronger than any restraint or tack you will use on them, and the effect is meant to be over the mind. If the mind overcomes it, the body easily grows hard to it and ignores any discomfort the tack can apply.
Humans are much worse about this. However the vocabulary humans have to use with humans is much larger, even when dealing with stupid and unreasonable lazy humans.
People need help to remain honest, this help has to be manned by real attentive humans. You can say its only the lower sort or the weaker sort that sucumbs to temptation to engage in dangerous activities, but any human who gets into a prolonged weakened state due to poor nutrition or disease can exihibit a character change beyond the expectations of their upbringing or education pretty fast. If unreversed this change can become generational, and no wall can keep them out of the boudior of the most sheltered schollar, so you cant let things like this fester.
When an epidemic spreads through a country, the first time it serves as a warning if heeded, to amend one's behavior and correct a tear in society. The second epidemic will deminish the people completely.
Aids will not turn out like hepatitis. It wont make people stronger. There needs to be more rehab and more treatment for addicts, and puritainism has a sell by date.
After a while people forget why they dont do stuff like that and they experiment and even if they discover that uncommited sex really is against their nature, it only takes one time to get aids or pregnant and the open minded experimental quality in humans is what makes us strong so we dont want all those people going into a severe cull.
Its time to get much more explicit about why monagamy is good for the character of people in general and the Chinese especially. Right now most people just accept that, but their kids probably wont. Before they are forgotten, the crazy western chinese abused women warlords need to have their stories told. Basically even promiscuous Japanese men know they cant push women every which way without consequences, more outgoing chinese women need to know why for themselves or have some concept of what they can turn into.
Basically its a lot better to reduce population through war than it is to reduce population through disease and whenever you decide you dont have the resources to help one group, nature picks two more groups to take from you that you will know that you need.
