They Wont Be There When We Need It

For the past 30 years or more Gramps has watched as the diabolical duo snatched property after property, swiftly determining which tenants gave the owners most satisfaction in ownership and pride in doing business and either systematically slandering them into weeping dysfunctional heaps or failing that paying people like my previous upstairs roomy to teach their own children "that if we don't keep her awake we will be unable to pay rent" then leaving the prepubescent boy alone until the wee hours of the morning, but not so wee it was before dawn, scolding him if she thought I had actually slept in her absence (the kid wasn't very good at it, probably because he was too young in his mother's mind to receive a little powdered help).
Its actually easy to tell when the neighbor upstairs has scored because she can maintain a methodical stomping for five of six hours, while when she tries to do it without she tires in less than five minutes.
Its also easy to know when someone is being paid to do something, because people just aren't that motivated otherwise.
All things being equal, "stop it" is not the same as "wake up wake up I dont know you but you have to wake up now".
*Gramps only observed as other owners sold out due to this situation, not a natural condition but a deliberate act of fraud, conflict of interest and bad intentions on the part of people intent on further criminal activity. While he could have made a single phone call to shut down the whole thing, he refrained at that time, knowing it would be a long time before he was ready to take active participation in the properties he was gathering, and that it would be better to have these people do their natural thing without his participation or interference because it would block some of the things he had seen in other communities so completely that they would be the only real estate issue he would have to contend with, while if he got rid of them too soon their games would fragment and there would need to be multiple investigations, which are harder to arrange*
