The Ocean Scares Me

I was just reading an article about how 78 Korean fishing boats have washed up in Japan this year, most with only dead men inside. Some with live men in them said they were coming to steal items from Japan, but I got the idea that there were also people put in boats to go fishing who didn't know what they were up to and whoever had been training fishermen ran into bad events at some point. There's a lot to know about the ocean and boats, knowing a lot of things makes people argumentative and having knowledge of the sea in particular will cause people to test positive for traits related to independence. And whoever was teaching people to be afraid of the ocean may have also stopped functioning for some reason.
