Standard Listening Skills For Dispatchers

There needs to be a listening test for police dispatchers that includes unusuall and racially marked voices. This testing should be periodic, so they have to take the test before the first day of work and they also have to take the test again every year. The voice samples should be constructed to test the dispatcher's ability to hear important information in the calls from people who are in real distressing situations. After listening to the call once the dispatcher will have to write down the important information and will not be able to listen to the recording again.
responses from dispatchers will be judged for clarity, acuracy and if there is any disparaging comentary or any wording in the report that could cause a misunderstading of the situation by the responding officer, the dispatcher fails and must wait 6 months before taking the test again if they pay to go throught a re training cource at their own expense.
