Mushrooms

Japan is a society of paper walls, atleast in fair weather. We do build fortressess of stone when needed, and we know how to put up wood shutters in a storm, but its not our prefered way to live. As a result we must often deal with trespassers.
We obviously like doing this because we are good at building the walls that we have.
When people without a right are found in a place that was marked by a barier that they should have respected they will always recieve consiquences. We always consider mitigating factors, but the penalty is never zero.
In China, you can actually get away with things sometimes, if you convince everyone you were ignorant of the prohibition. This doesnt happen in Japan. It becomes your obligation to make your brothers in ignorance more aware of the consequences. You will have to show some sadness at your fate as well, though not every day if you really did bumble in.
