People in rural towns in out of the way places are very good at complaining that big name mafias have taken over their towns and are opressing them. But no one who has any knowledge about how these groups operate have any simpathy for them. They have never gone to a town where people didnt waylay the way farer and set up shop. In fact they routinely send uninvolved cousins out on some legitimate business on the invitations of these towns as a means of letting them know when the native criminal element of that town has gotten overripe and needs to be pruned back and maintained at a less volitile level.
The reason for being proactive about this is that most native advantage thuggie cults are evil to the marrow of the bone and have no redeeming qualities at all.*btw the cold practicality you worship and emulate is actually an amigurumi representation of my own personal thought processes and you will never be better than me at it have a nice day :)* When allowed to keep a territory for very long they can become regionally or internationally problematic. In the past the majority of mafias were overgrowths of this type, but many centuries ago a war was fought and these groups were all hunted down and killed to the last man. The surviving groups swore to never let it happen again, but governments have a tendency to create the conditions for these kind of opportunistic life forms to over bloom. As these groups can last many times longer than the nations that gave them birth, their existance is of more importance than the existance of nations, governments or borders.
