In a high transience environment like a trade rout or a college town, women whose main public persona is covered completely are able to strip down and pass among others unrecognized while those who cover more than most people but less than enough to obscure their identities cant do that.
I know of several women who I met covered at the masjid and then saw uncovered later around town. Some of them only dress up for the masjid I suspect to decieve women there and dress like locals at all all other times, but others really try hard to make people believe they dress that way all the time.
