Some activities are considered to be mandatory, if you participate in the drinking parties, there is little chance anything will happen to you except the usual falling on your head and people hiding you for days without medical attention so you die in a dorm kind of thing. Nobody is going to come after you from the administration, even if you kinda didn't let the guy fall but you hit him with a golf club or something.
People who "dont want to get entangled" are the main targets. There are groups here who set people up with these binders with names, dates times and you have to do the activities at the specific times to the people in the binders. If you do, your rent is payed for you and you get fed so you only pay for tuition and they show you places to borrow books, so your fees stay really low. If you don't participate they make a binder with your name in it and they drive you to spend as much as they can make you spend. If you dont you are punnished and some people have gone crazy, shooting their law books from the roofs of their apartments or they make them take drugs and they will even come off campus and tell you they have a commit warrant when they actually dont.
If you actually do drugs, you will never be caught. You can be all kinds of high in class, no one will say a thing, but after they harass you for months or years, any twitching is of course due to drugs, and if you look closely at your intake papers you will see you were brought in for drug rehab, and it took a few days for them to realize the drug levels in your system only indicate someone in a nearby apartment was cooking, oddly the same people with the binders often enough.
Anyone caught with one of these binders will meet the worst possible people. You cant pick up a binder unless you are trusting and unquestioning up to a certain level. As the people Other Brother can bring in here can adopt any accent of any region of the US or Europe, you will never be able to know that he is not working you. And he is.
