Because at that level it is totally illegal. There are several groups involved here. I think the first one we deal with here is the "human experimentation" crew. A lot of former researchers did things that shouldn't be done with kids thinking it was justified in the name of science, I was one of those kids. This was how I got introduced to the idea of "higher education" even though I lived in a blue collar neighborhood with no other influences of that nature.
The next group is the pedophiles of various types which I cant begin to name but they appear to be politicians, though some were industrial giants or their heirs.
The next group is lower ranking pedophiles backed by the catholic church.
The last group is various random locals the previous group pissed off in my name.
Again, most people don't care that I am really the victim as long as they get free rent, but in older buildings maintenance can be a real hassle, and you never know what the people you invite in might think to do.
*as for Sally, Im pretty sure she is just a bitch. When I went to see her about this problem she had a shaddow box full of things that had been stolen from the dorms or private places of people who she was told were "misusing the student loan money". She had jingles from a tamborine I bought before I began universtity, with money from my after school job. She also had a model car in it. I don't know, but even if he did make a modle car in his dorm room to mellow out, thats hardly misuse if there weren't any beer bottles in the exhibit. She's also known for taking the jewelry people buy themselves, the cheap silver stuff. She is sure no one has any money but student loans so she is sure its ok to steal it for herself. I've heard also that the jewelry and stuff is trophies from people she has ran out of the place for not being part of her little toadie culture*
