Its just that when she became Zeus she couldn't deal with the hormones and do the thing she said she needed to put pants on to do. She might have had significant character flaws within the role of a woman that she didn't listen to anyone who told her it was too different and she hadn't proven that she had understood what she needed to accomplish before she could be successful. Maybe what she wanted to do didn't need to be done and like a lot of people instead of learning to accept that and come up with something else she was offered a way to do what was in her desires.
Whatever the case, there wont be any further cultivation of Eagle as a guy and if she can't be put back into a potentially functional form that is just how it will be.
